What to know about Flagstaff's New Opportunity Zones
What to Know About Flagstaff’s New Opportunity Zones
Flagstaff’s two newly nominated Opportunity Zones, slated for January 1, 2027, offer exciting potential for real estate growth near NAU, Interstate 40, and the Route 66 corridor.

What’s Changing
Federal law made the Opportunity Zone program permanent in July 2025, with a new 10-year cycle for designating zones. Governors nominate eligible census tracts, and the U.S. Treasury designates them. The second-generation zones take effect January 1, 2027, so this is the moment to learn how they work before you need to act on them.
The Golden Rule: The Tax Break Is a Bonus, Not a Business Plan
I’ve rolled capital gains into a Phoenix rental property myself, and the lesson stuck: a deal has to stand on its own before you count any tax benefit. Check the fundamentals first:
- Location: Does the property sit where people want to live, work, or rent?
- Cost: Do the purchase price and improvement costs make sense for the area?
- Demand: Is there real, ongoing demand from tenants or buyers?
If the deal only works because of the tax benefit, it isn’t a good deal. If it works without it, the tax benefit is a welcome bonus.
How the Strategy Works
For investments made on or after January 1, 2027, the general framework looks like this:
- A 180-day window. You generally have 180 days from the sale that created your capital gain to reinvest that gain through a Qualified Opportunity Fund (QOF).
- Rolling deferral. Tax on the reinvested gain can generally be deferred for up to five years.
- A basis step-up. After a five-year hold, a 10% step-up in basis generally applies, so only part of the original gain is taxed.
- Potential tax-free appreciation. Appreciation on the QOF investment can potentially be excluded after a 10-year hold.
The rules are detailed, and a QOF has to meet ongoing requirements. Careful planning, strict attention to the 180-day window, and proper asset management make the difference.
What to Do Now
- Find out if your property is near a zone. The Arizona Commerce Authority’s OZ 2.0 page has a map: https://www.azcommerce.com/arizona-opportunity-zones/oz-20-recommendation-process. Confirm against the final designated tracts once they’re published.
- Run the deal without the tax benefit first. Make sure it works on location, cost, and demand alone.
- If you expect a capital gain, map the timeline. Know your 180-day window before you sell, not after.
- Bring in your CPA or attorney early. Opportunity Zone investing is a tax strategy, and the details matter.
Frequently Asked Questions
What is an Opportunity Zone?
An Opportunity Zone is a lower-income census tract nominated by a governor and designated by the U.S. Treasury, where investors can receive federal tax benefits for investing capital gains through a Qualified Opportunity Fund.
When do Flagstaff’s new Opportunity Zones take effect?
The second-generation Opportunity Zones, including Flagstaff’s two nominated tracts, are slated to take effect January 1, 2027, once they are designated.
What is the 180-day rule?
You generally have 180 days from selling an asset at a gain to invest that gain in a Qualified Opportunity Fund to qualify for the tax benefits.
What are the tax benefits of investing in an Opportunity Zone?
For investments made on or after January 1, 2027, gain can generally be deferred for up to five years, a 10% basis step-up generally applies after five years, and appreciation on the investment can potentially be excluded after 10 years. Eligibility is complex, so consult your CPA or attorney.
Do I have to invest through a Qualified Opportunity Fund?
Yes, the tax benefits apply to investments made through a Qualified Opportunity Fund, so talk with your CPA or attorney about the right structure before you invest.
Does being in an Opportunity Zone make a property a good investment?
No. The tax break is a bonus, not a business plan, and the deal still has to stand on its own location, cost, and demand.
How do I check if my property is inside an Opportunity Zone?
Use the Arizona Commerce Authority’s Opportunity Zone map, then confirm against the final designated tracts once they are published.
